| Court Hosts 504 High School Students in Mock Trial Competition On November 9 and 10, 2024, the U.S. District Court for the Northern District of Illinois hosted the Empire Mock Trial World Championship, which included 504 high school students from 16 states and 5 countries including Canada, Ireland, the Republic of Korea, the United Kingdom, and the United States.

| Bill of Rights Contest Winners
The U.S. Courts Fourth Annual Bill of Rights Day events concluded with a live panel discussion including, 7th Circuit Judge Diane Wood, U.S. District Court Judge Kate Menendez of Minnesota and Magistrate Judge Kellie Barr of Southern Indiana. Attendees included students and their families from across the states that make up the 7th & 8th federal judicial circuits. During the event winners of the student Bill of Rights contest were announced. It was wonderful to hear from the winners as the judges spoke to them live. Please look for the announcement of the Fifth Annual Bill of Rights events in the Fall of 2024.

| Court Mourns the Death of Judge James B. Zagel Chicago, Ill. – James B. Zagel, a United States District Judge for the Northern District of Illinois, passed away last night at the age of 82 after a long illness. Judge Zagel was appointed to the court in 1987 and assumed senior status in 2016. During his nearly thirty years on the bench, he presided over thousands of cases with his trademark brilliance and unflappable demeanor.

| Notice of Partial Temporary Suspension of In-court Proceedings In the last several days, there have been marked increases in the numbers of positive COVID-19 test results and hospitalizations in the Northern District of Illinois. Yesterday and earlier today, Illinois Governor Pritzker and Chicago Mayor Lightfoot responded by issuing advisories and recommendations for restrictions on travel and in-person gatherings. As you have seen in many recent letters from me, our court is not immune from the Coronavirus. A number of employees, visitors, and security personnel have tested positive.

| Court History Seminar: Chicago Seven Trial 50 Years Later A Conversation with Trial Prosecutor Richard Schultz-
The Court recently sponsored, along with the Federal Bar Association and the Seventh Circuit Bar Association, a recorded interview of Richard Schultz, one of the prosecutors in the Chicago 7 trial. The link to that interview is on the Court's website. The trial was controversial when it took place over 50 years ago, and remains controversial today. In posting a link to the video on its website, the Court is not endorsing the views of any of the trial participants. Many of the defendants and defense counsel have written and spoken about the case over the years since the trial took place. Mr. Schultz has not done so to any great degree up until now, and his perspective adds to our understanding of this chapter in this Court's long and storied history.

This afternoon, we learned that a visitor who was in the Dirksen Courthouse on two recent occasions has tested positive for the COVID-19 virus. On Thursday, September 3, 2020, the individual visited the 4th and 25th floors of the Courthouse. On Tuesday, September 8, 2020, the individual visited the 4th, 5th and 27th floors of the Courthouse.

His parents emigrated from India and raised their two sons in West Hartford, Conn. Shah attended Stanford University and graduated with honors and distinction. He attended the University of Chicago Law School and graduated with honors. Shah and his wife Joanna Grisinger, who teaches at Northwestern University, archively live in Chicago. After law school, Shah was a litigation associate at Heller Ehrman in San Francisco and clerked for Hon. James B. Zagel of the United States District Court for the Northern District of Illinois. Shah joined the Chicago U.S. Attorney’s Office in September 2001 and prosecuted violent crime, international drug trafficking, complex fraud and public corruption. Together with a team of prosecutors and federal agents, he investigated and prosecuted a series of cases arising out of the City of Chicago’s Hired Truck Program and Office of Intergovernmental Affairs. During his career at the U.S. Attorney’s Office Shah served in several leadership positions. He was a Deputy Chief of the General Crimes Section and the Financial Crimes and Special Prosecutions Section, and he was the Chief of the Appellate Section. archively, Shah is the Chief of the Criminal Division and is responsible for supervising the prosecutions in the Northern District of Illinois handled by the approximately 130 Assistant United States Attorneys.

The Judicial Conference of the United States has increased the mandatory civil case filing fee to $400 by adding a $50 administrative fee starting May 1, 2013 for any new civil case filed in United States District Courts across the country. This fee does not apply to persons granted in forma pauperis status under 28 U.S.C. § 1915. The Northern District of Illinois will update its fee schedule according to the new policy. All counsel and parties are therefore notified that effective May 1, 2013, the filing fee to be paid when a new civil case is filed in the United States District Court for the Northern District of Illinois is $400.

The model order is for the convenience of the parties and the court and not intended to create a presumption in favor of the provisions in the model and against alternative language that the parties may propose. To simplify the court’s review, however, draft confidentiality orders proposed by the parties must show changes from the model order by redlining that indicates both deletions and additions to the model text.
